Federal prosecutors have subpoenaed six years of records tied to a California foundation connected to Governor Gavin Newsom.
The subpoenas were issued by the Eastern District of California earlier this month. They target the California State Protocol Foundation, a nonprofit linked to the governor’s office. Prosecutors are requesting records on the foundation’s donors, its fundraisers, Newsom’s international travel and events, and any money spent on his residence, living costs, or personal expenses.
The documents also demand communications involving Newsom himself, along with current and former aides. Among those named is Rebecca Prowda, the chief protocol officer who oversees the governor’s overseas travel. Prowda is married to San Francisco Mayor Daniel Lurie. Foundation board members named in the reporting include longtime Newsom associates Steve Kawa and Jason Elliott.

Newsom himself broke the news publicly on June 15, 2026. He acknowledged that he and First Partner Jennifer Siebel Newsom were under Department of Justice scrutiny. He said federal agents had reached out to family members, friends, and former employees. He described the activity as an effort to identify possible offenses, not a response to any crime already identified.
Sources familiar with the matter told multiple outlets that investigative activity around Newsom’s circle had been ongoing for roughly a year. Those sources said the probe originated from whistleblower complaints handled by the U.S. Attorney’s Office in Sacramento, not from directives handed down from Washington. The Justice Department has declined to comment on the investigation.
The scope of the subpoenas is broad. Six years of financial and communications records is a significant haul, and the inclusion of personal living expenses alongside foreign travel suggests investigators are casting a wide net. Grand jury involvement signals the probe has moved beyond preliminary inquiry into more serious legal territory.
Newsom is one of the most prominent Democrats in the country and has been widely discussed as a potential future presidential candidate. The investigation has drawn national attention precisely because of that profile.
