President Donald Trump made the offer Wednesday night during his keynote address at the Republican Party’s midterm convention in Dallas. He called it the “Trump Dividend,” and tied it directly to GOP control of both chambers after November’s elections.
“If the Republicans win the House of Representatives and the United States Senate, both of them, I will issue a dividend to every adult citizen in the United States of America for $5,000,” Trump told the crowd.

As originally reported, Trump framed the payments as a way to share the benefits of what he described as the country’s strong economic performance directly with ordinary Americans.
There was one condition attached to the money. Recipients would be required to spend it inside the United States, Trump said, which he argued would amplify the economic benefit at home.
The message to the Dallas crowd was straightforward. “If the Republicans win, you win with us and you get $5,000,” he said.
The proposal is among the most sweeping economic promises Trump has made since returning to the White House. By linking the payout to an election outcome, he turned the pledge into both a policy proposal and a direct campaign motivator, giving Republican voters a concrete financial stake in the November results.
