Teen Suspect Captured in Colorado After Brutal Robbery and Murder of Penn State Senior in South Philadelphia

A 16-year-old wanted in the fatal shooting of a Penn State student has been captured, but his alleged accomplice remains on the run.

Azzubair Outen-Fleming was arrested on July 1 by the U.S. Marshals Service Colorado Violent Offender Task Force in Colorado Springs, Colorado. Investigators tracked him to the home of a distant relative after he had been evading authorities for weeks. He faces charges including murder, criminal conspiracy, robbery, and illegal possession of a firearm.

The victim, 22-year-old William “Billy” Schmidt, was shot once in the chest in the early morning hours of June 6, 2026, just yards from his family’s home in the 1900 block of Durfor Street in South Philadelphia. Schmidt, a Penn State senior, had been walking home after watching an NBA Finals game with friends at a nearby bar.

As originally reported, the attack started as a robbery. The suspects stole Schmidt’s cell phone before the situation turned deadly. Surveillance footage captured a suspect throwing a phone, then Schmidt chasing someone around a corner. Seconds later, he was shot. The entire sequence was recorded on neighborhood cameras.

Schmidt’s father later discovered his son’s phone under a parked car and turned it over to police, aiding the investigation. Schmidt was rushed to a hospital, where he was pronounced dead.

Philadelphia police issued arrest warrants on June 30 for Outen-Fleming and his alleged accomplice, 16-year-old Kaiseem Smith. The Philadelphia District Attorney’s Office announced charges against Smith on Sunday and against Outen-Fleming the following Monday. Investigators pieced together the case using surveillance footage and other evidence gathered from the scene.

To help bring the suspects in, the U.S. Marshals Service offered a $5,000 reward for information leading to the arrest of each suspect, supplementing a $20,000 reward already offered by the Philadelphia Police Department for information leading to an arrest and conviction.

Outen-Fleming was not the only person arrested on July 1. His stepfather, Donte Abdulmalik, 35, was also taken into custody. Abdulmalik faces charges of hindering apprehension, obstruction of justice, and tampering with evidence. According to the Philadelphia District Attorney’s Office, investigators determined he helped transport his stepson out of Philadelphia after the June 6 shooting. Abdulmalik was also wanted on a separate parole or probation violation.
