Gavin Newsom says he will step aside in 2028 if Kamala Harris runs for president.
The California governor made the declaration during a fly-fishing trip in Montana, where CNN’s Jake Tapper recorded an extended interview with him. The setting was casual. The answer was not.
Newsom was direct when asked whether Harris jumping into the race would end his own ambitions. “I wouldn’t run if she ran,” he said. When Tapper pushed him to confirm it, Newsom didn’t flinch. “Of course not. Why would I? I wouldn’t do that to her. I wouldn’t do it to me. I wouldn’t waste everyone’s time. Who needs that?”

As originally reported, Newsom also acknowledged he doesn’t yet know whether Harris will make a run. “I don’t know if she runs, but we’ll see,” he said.
The comments set one of the clearest conditions anyone has attached to the still-wide-open 2028 Democratic field. With Vice President JD Vance widely expected to be the Republican nominee, Democrats are still sorting out who steps up to face him.
Newsom’s remarks effectively place Harris first in his personal calculus. If she passes, the door opens. If she runs, he says he’s out.
It’s a notable posture for a governor who has spent the past year raising his national profile, sparring publicly with the Trump administration, and positioning himself as one of the loudest Democratic voices in the country. Stepping back for Harris would be a significant move, and he said it plainly, without hedging.
Whether Harris actually runs remains an open question. She has not announced any plans. But Newsom’s statement means her decision, whenever it comes, will carry real weight in shaping who else enters the field.
For now, the 2028 Democratic race has no declared candidates. It does, however, have at least one clearly stated condition.
