King Charles has issued formal written guidance ruling out any return to royal duties for Prince Harry and Meghan.
The communication, sent Monday through the Lord Chamberlain, Lord Benyon, was circulated to government departments, the military, Lord Lieutenants, and the Sussexes’ own office. Palace sources said the letter was meant to address requests for clarification following the couple’s recent relocation from California to the United Kingdom.
As originally reported, the letter makes clear that nothing has changed since January 2020, when Harry and Meghan stepped back from representative duties on behalf of the sovereign and stopped functioning as working members of the Royal Family. That arrangement, widely known as the Sandringham agreement, remains fully intact.

Their styles as His and Her Royal Highness remain in abeyance and are not to be used. The couple is formally described in the letter as private citizens whose activities are commercial and charitable in nature.
Any charitable work they undertake is classified as personal and conducted in a private capacity. The letter states that this setup gives the pair financial independence and privacy, and that those conditions will continue to be honored.
Critically, the guidance shuts the door on any so-called half-in, half-out arrangement. That would mean no combination of official royal responsibilities alongside independent commercial work, the same boundary that was drawn when they originally departed.
The letter represents King Charles’s first formal statement on the couple’s status since they moved back to the United Kingdom last month. The move itself prompted inquiries from various institutions seeking to understand where Harry and Meghan stood within the royal structure.
The answer, according to the palace, is exactly where they have stood since 2020. Private citizens. No working royal status. No use of their HRH titles in any official context. Their return to British soil changes none of that.
The Sandringham agreement was born out of the couple’s public announcement that they intended to step back and become financially independent.
