Federal prosecutors have uncovered a $7 million SNAP fraud scheme in Boston. Two Haitian nationals are facing charges for operating “ghost stores,” small shops with little to no inventory that were somehow raking in $540,000 a month in EBT transactions. Sounds like classic fraud.
