Reports began circulating that more than 40 daycare centers in Columbus, Ohio, were linked to a single defunct shell organization known as the Somali Education & Resource Center. Viral social media posts, widely shared by local influencers and some state officials, alleged that these facilities did not open gradually but appeared on business records as having launched on the exact same day.
The allegations suggest that this network was rapidly established to exploit public funding, collectively generating an estimated $14 million in revenue in 2024 alone. This led State Representative Josh Williams and dozens of other Ohio GOP lawmakers to call for immediate, round-the-clock unannounced inspections of all childcare facilities receiving public dollars to prevent "industrial-scale" tax dollar theft.
Governor Mike DeWine’s office has push backed against these claims, stating that Ohio’s attendance-based payment system, rather than the enrollment-based systems used in other states, makes "ghost enrollment" fraud significantly more difficult. The Governor's office confirmed that while some facilities were flagged in viral videos as empty fronts, state investigations often found they were either newly licensed or had passed recent inspections with children present.
Despite these reassurances from the state, the Trump administration announced on December 31, 2025, that it is freezing federal childcare funding to all 50 states, including Ohio. The administration cited the need for states to provide more rigorous verification and administrative data before further funds are released, explicitly referencing "rampant" fraud discovered in similar schemes.
