$1.2M Seized in Military Recruitment Bribery Bust

A major corruption bust in Ukraine revealed high-ranking military officials operating an extensive bribery ring. Ukrainian law enforcement announced the arrest of the heads of the Boryspil and Bucha Territorial Recruitment Centers in the Kyiv region.

These officials were accused of charging draft-eligible men approximately $37,000 per person for counterfeit medical exemptions, which allowed them to evade mobilization and leave the country during the ongoing war.

While reports do not specifically mention the money being found in "shoe boxes," authorities confirmed they seized more than $1.2 million in cash found hidden in sophisticated caches within the suspects' homes, including under flooring and behind false walls.

These arrests are part of a broader, government-mandated crackdown on corruption within Ukraine's military conscription system. The Boryspil/Bucha case is one of several high-profile incidents that have angered the Ukrainian public.

Another notorious case involved Yevhen Borisov, the former military commissioner of the Odesa region. Borisov was arrested in July 2023 after an investigation by an anti-corruption agency uncovered his family's purchase of millions of dollars in luxury real estate and cars in Spain during wartime, funded by illicit bribes and illegal earnings exceeding $5 million.

The consistent exposure of these schemes led Ukrainian President Volodymyr Zelenskyy to order the dismissal of all regional recruitment heads. Zelenskyy initiated a comprehensive audit of all military committees across the country to restore public trust and ensure fairness in the mobilization process.

The ongoing investigations continue to reveal the scale of the graft; in an unrelated case in February 2024, nearly $1 million in cash was seized from the former head of the Chernihiv Regional Military Medical Commission who was also facilitating illegal draft evasion
