Quality Learing Center is a licensed child care facility located at 1411 Nicollet Avenue in Minneapolis, Minnesota. While it is authorized to provide services for up to 99 children, the center has recently come under intense public scrutiny following reports by independent journalists and local news outlets.
These reports highlighted that the facility appeared largely inactive during normal business hours, despite having received millions of dollars in taxpayer funding through the state's Child Care Assistance Program.
The center's history includes significant regulatory challenges, with the Minnesota Department of Human Services recording approximately 95 violations between 2019 and 2023. These infractions ranged from administrative failures, such as missing background checks and immunization records, to safety concerns like failing to keep hazardous items away from children.
Because of these persistent issues, the facility was placed on a conditional license in 2022, which remained in effect until June 2024. In late December 2025, the Quality Learing Center became a focal point of discussions regarding social service fraud in Minnesota.
Viral footage showing an empty facility and a misspelled exterior sign where "Learning" was written as "Learing" prompted calls for increased oversight. While the center has not been formally charged with fraud, the situation has intensified the debate over the management of state-funded programs and the accountability of providers receiving public subsidies.
