A Minnesota man who has lived next to a Somali “daycare center” for eight years claims he’s never seen a single child there. “None! Not at all… and I’ve been here since 2017!” he said, accusing the place of stealing money. He even called for Tim Walz to be jailed over the situation.

a multi-billion dollar fraud scandal involving state-run social programs in Minnesota reached a critical point. Federal prosecutors, including First Assistant U.S. Attorney Joe Thompson, now estimate that $9 billion or more may have been stolen across 14 "high-risk" Medicaid-funded programs since 2018.

This systemic "industrial-scale fraud" has heavily impacted Minnesota's Somali American community, with the vast majority of the nearly 100 individuals charged to date being of Somali descent.

A significant portion of the scandal centers on the Child Care Assistance Program (CCAP). On December 26, 2025, a viral video of a Minneapolis daycare facility called "Quality Learing Center," which notably misspelled "learning" on its signage, drew national attention after it reportedly received $1.9 million in 2025 and $4 million total despite appearing empty.

House Majority Whip Tom Emmer has since pressed Governor Tim Walz for explanations regarding how such facilities continued to receive millions in public funds amidst ongoing investigations.

The broader investigation, which began with the $250 million "Feeding Our Future" pandemic meal fraud, has expanded into other sectors, including a $14 million autism therapy scheme and a housing stabilization program.

Prosecutors allege that the stolen funds were used for luxury villas in the Maldives, private residences in Edina, and high-end vehicles. There are also ongoing federal investigations into claims that some of the illicit proceeds were funneled to Al-Shabaab in East Africa via informal money transfer systems.

Politically, the scandal has intensified scrutiny of Governor Tim Walz's administration. Critics and federal investigators have raised concerns about a lack of internal controls and alleged retaliation against whistleblowers within the state's Department of Human Services.

While Walz has denounced racial profiling and established new anti-fraud measures, the U.S. House Oversight Committee launched an investigation in early December 2025 to examine the state's handling of federal relief funds.
