The CPRC argues that federal data misses many successful interventions by excluding incidents where a citizen stopped a shooter before they could open fire or where the event was not officially labeled an "active shooter" incident. Their data suggests that in areas where citizens are legally allowed to carry firearms (excluding "gun-free zones"), the intervention rate rises above 50%.

In contrast, official FBI reports for the same period state that armed citizens intervened in only about 3.7% to 4.4% of active shooter cases. The FBI uses a much narrower definition, counting only incidents where an individual is "actively engaged in killing or attempting to kill people in a populated, public area" and typically excluding events related to other crimes like drug turf wars or robberies.
