The modern, permanent U.S. federal income tax began in 1913 with the ratification of the 16th Amendment to the Constitution. The primary motivation for its implementation was the need for a stable and continuous source of federal revenue to support a growing government and its expanding programs. Lawmakers also sought to create a more equitable tax system during the Industrial Era, aiming to shift more of the tax burden onto the wealthy through a progressive structure.
The very first U.S. income tax was actually a temporary measure enacted in 1862 to fund the Civil War effort. This wartime tax was a progressive measure and was eventually repealed in 1872 after the war concluded. Subsequent attempts to establish a peacetime income tax were blocked by the Supreme Court in the late 1800s, which ruled them unconstitutional "direct taxes" that had to be apportioned by state population. This legal hurdle necessitated a constitutional amendment.
The 16th Amendment provided Congress with the explicit power to "lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States." Its ratification paved the way for the Revenue Act of 1913, which established the formal income tax system we use today. This new system gave the U.S. the financial muscle it needed to handle increasing national expenses, particularly those related to global conflicts like World War I.
