When pressed on punishing criminals, she gives a total non-answer

Kamala Harris is once again serving up word salads. This time she was pressed about being tougher on criminals, and she as a former prosecutor should've had an answer for this immediately. But her answer was a redirection and a non-answer, like it usually is. She just never seems to answer the actual question.
