New angle video shows someone on roof before Trump was shot

Video footage, from another angle, at the Donald Trump Butler, PA rally shows someone walking on the roof across from Donald Trump as he was speaking. The person who recorded this video was injured during the event when someone tried taking Trump's life. This video sparks conversations about the Secret Service and if they will have to answer to this video. If people can see someone on the roof, from a lower level, then did the Secret Service see them too? Is that the shooter?
