9 people charged with felonies for paying homeless bums to sign registration forms

Nine people were charged with a dozen felony counts for paying homeless individuals for signatures on Skid Row in downtown Los Angeles. They had the homeless fill out voter registration forms, with the fraud taking place during the 2016 presidential election and the 2018 midterm elections.
