Former CIA targeting officer claims America pays welfare to Taliban

This is Sarah Adams, a former CIA targeting officer and Counter terrorism expert, and she's claiming that America is paying welfare to Taliban martyr families. She says the U.S. government is paying a stipend for every Taliban martyr who died during the war with America. This is very weird and should probably be investigated.
