Quadruple amputee murder suspect Dayton Webber was caught on new footage allegedly snorting a substance before firing a gun out of a window. He is being held without bond in a Maryland jail after being extradited from Virginia in connection with the fatal shooting of 27-year-old Bradrick Michael Wells.
