Homeless bum who killed woman on train found NOT COMPETENT to stand trial

The homeless man accused of brutally killing 23-year-old Ukrainian refugee Iryna Zarutska on a Charlotte light rail train has been deemed “incapable to proceed” with state murder charges. A motion filed on April 7 revealed that Decarlos Brown Jr. was evaluated on December 29 at Central Regional Hospital, where it was determined he was not competent to stand trial, according to WBTV. His attorney has requested a 180-day delay for his competency hearing. The findings, previously sealed in state court, only became public when the motion was filed.
