Democrat judge lets child-murderer off easy

A Charlotte, NC judge set a $20k bond for a man caught on camera revving his car, crashing into, and killing an 8-year-old girl riding her bike. The judge, a Democrat, reportedly has prior charges of his own for falsifying legal documents. How is he still allowed to be a judge?
