Connecticut Dems taxed people $500 million and didn't use it as planned

Connecticut Democrats introduced a meals and beverage tax, promising the revenue would go to cities and towns. It brought in over $500 million, yet none of the money was returned to the municipalities where it was collected. Sounds like they stole it to me.
