Guy claims Biden/Harris admin helped him open restaurant in 2008 - but they weren't in office yet

This guy made a major mistake in his claim about the Joe Biden and Kamala Harris administration. He says them, or their policies, helped him open a restaurant back in 2008. Except, Joe Biden and Kamala Harris weren't running the White House in 2008. That didn't happen until 2020. The man said: “We launched a restaurant in 2008. The Biden-Harris administration helped make that dream come true.” Uh, no they didn't. Geroge Bush was technically president and Barack Obama won the 2008 election, but didn't take over until January of 2009.
