Head-down Schumer asks for applause during awkward silence

Seems like the people in the room didn't really care for what Chuck Schumer was saying about Kamala Harris. There was an awkward silence and he asked them to applaud.  Chuck Schumer always seems to have his head down when he's reading, as if he's not even prepared to say what he's saying.
