Workers refuse to pave roads in unsafe Oakland

Workers have had enough. They're not going to finish paving the roads until they feel safe in Oakland, California. This is terrible news for the motorists because they're going to hate going to work every morning on that unpaved road. How will the Democratic mayor react to this? How will they improve conditions and safety in Oakland?
