An illegal immigrant living in Chicago has been arrested for the tenth time in 10 months according to a local news outlet. His name is Carlos Mavarez Viloria and he reportedly lives in the Standard Club migrant shelter in Chicago. His tenth arrest was a felony and now he's in jail, but many people are wondering why a migrant arrested this many times hasn't been deported yet.
