Someone named Konstantin Kisin commented on this video, saying 'definitely not a cult' and then Elon Musk replied with "humans love being in cults." The video shows people dressed in weird red outfits and they kinda do look like a cult. Either that or performing artists or something like that. Either way, it's kinda odd. I tried to figure out who these folks are and the best I could do was some possible info on Reuters. That article said the following... and I think this video is the same group of people:
