Dad scolds School Board for teacher’s Explicit Assignment

A father scolds a school board after a teacher assigned an explicit assignment to students that involved some things you would expect to see on late night television, not your kid's school work. The dad went off and people loved it. Now this brings us to this - why do we have school boards?
