House committee accuses D.C. Police Chief Pamela Smith of directing commanders to manipulate crime data.

Report says she tried to make crime appear lower in the city.

Commanders told investigators they were pressured to downgrade crimes to keep them out of public reports.

This is the second federal report in two days calling out Smith for manipulating stats.

Report also cites a toxic workplace culture under her leadership.

Smith will step down at the end of the year after two years as chief.
