Below are his full remarks.<br \/>\nQ Good morning, Mr. President. Do you feel more motivated to get action on guns now?<br \/>\nTHE PRESIDENT: Well, I\u2019ve been pretty motivated all along. You know, the folks \u2014 the folks who were victimized there, and their families, they spent 3 hours and 40 minutes with me. And they waited all that time, and some came two hours early.<br \/>\nAnd \u2014 but the pain is palpable. And I think a lot of it is unnecessary.<br \/>\nSo I\u2019m going to continue to push, and we\u2019ll see how this works.<br \/>\nQ Are you going to send long-range rocket systems to Ukraine?<br \/>\nTHE PRESIDENT: We\u2019re not going to send to Ukraine rocket systems that can strike into Russia.<br \/>\nQ Sir, do you think there is anything different in how Republicans will approach the gun reform question now, given the circumstances?<br \/>\nTHE PRESIDENT: Since I haven\u2019t spoken to them, I don\u2019t know. But my guess is, if they have \u2014 if they \u2014 yes, I think they\u2019re going to have to take a hard look.<br \/>\nQ Is there one element \u2014 is it aid, is it red flag, is it some component that you think could be most successful now?<br \/>\nTHE PRESIDENT: Well, that\u2019s hard to say because I have not been negotiating with any of the Republicans yet. And I deliberately did not engage in a debate about that with any Republican in \u2014 when we were down consoling the families in Texas. So I don\u2019t \u2014 I don\u2019t know what is the most \u2014 how far it goes.<br \/>\nI know that it makes no sense to be able to purchase something that can fire up to 300 rounds. I know it makes \u2014 and I know what happened when we had rational action before, back in \u2014 when the crime bill was \u2014 the law that got passed. It did significantly cut down mass murders.<br \/>\nAnd so there\u2019s only one reason for something that can fire, you know, 100 shots.<br \/>\nI mean \u2014 and I\u2019ll just conclude with this: Look, when I first started doing hearings on the issue of what rational gun laws should be, it was during a period when I was a senator and the death rate was going up. Not that many more people were being shot, but the death rate was up. And when I think of \u2014 I\u2019m not sure, I think it was (inaudible) hospital in New York \u2014 whatever the largest trauma hospital is.<br \/>\nAnd I sat with a trauma doctor, and I asked him \u2014 I said, \u201cWhat\u2019s the difference? Why are so many people\u2026\u201d \u2014 and not that many more people were being shot. This is now 20 years ago, or 25 years. I said, \u201cWhy are they dying?\u201d And they showed me x-rays. He said, \u201cA .22-caliber bullet will lodge in the lung, and we can probably get it out, may be able to get it, and save the life. A 9mm bullet blows the lung out of the body.\u201d<br \/>\nSo the idea of these high-caliber weapons is of \u2014 there\u2019s simply no rational basis for it in terms of thinking about self-protection, hunting. I mean, I just \u2014 and remember, the Constitution, the Second Amendment was never absolute. You couldn\u2019t buy a cannon when the Second Amendment was passed. You couldn\u2019t go out and purchase a lot of weapons.<br \/>\nAnd those who \u2014 not many are saying it anymore, but there was a while there where people were saying that, you know, the Tree of Liberty is watered with the blood of patriots, and what we have to do is you have to be able to take on the government when they\u2019re wrong. Well, to do that, you need an F-15, you know? Or you need an Abrams tank.<br \/>\nI mean \u2014 so, it\u2019s just \u2014 as I say, I think thing \u2014 I think things have gotten so bad that everybody is getting more rational about it. At least that\u2019s my hope and prayer.<br \/>\nI\u2019ve got Gold Star moms in there, so I got to go in.<br \/>\nQ Sir, I know you want Congress to act, but do you believe that as President you have a particular responsibility now?<br \/>\nTHE PRESIDENT: Oh, I know I have it, but I \u2014 but there\u2019s a Constitution. I can\u2019t dictate this stuff. I can do the things that I\u2019ve done. And any executive action I can take, I\u2019ll continue to take. But I can\u2019t outlaw a weapon. I can\u2019t, you know, change the background checks. I can\u2019t do that.<br \/>\nAnd, you know, my whole career, I\u2019ve been doing it.<br \/>\nQ And persuasion?<br \/>\nTHE PRESIDENT: Persuasion, yeah. But, you know, there\u2019s been a few things happening. I know you\u2019ve noticed it. You\u2019ve had to travel with me. (Laughs.)<br \/>\nQ McConnell has ordered a directive to Senator Cornyn to search for a compromise. Do you really think there\u2019s something there? Or are they just making noise?<br \/>\nTHE PRESIDENT: Look, I don\u2019t know, but I think there\u2019s a realization on the part of rational Republicans \u2014 and I think Senator McConnell is a rational Republican; I think Cornyn is as well. I think there\u2019s a recognition in their part that they \u2014 we can\u2019t continue like this. We can\u2019t do this.<br \/>\nI\u2019ve got to go in. I\u2019ve got the Gold Star parents.
